The VtPHA believes that a partnership between public and private organizations is needed to support a comprehensive system of substance abuse education, prevention, intervention, treatment, recovery, and research services. Priorities include:

• Research- based prevention programs in schools
• Increased access to inpatient and community-based substance abuse treatment facilities and counseling
• Increased access to tobacco cessation programs
• Enforcement of laws related to tobacco, alcohol, and illegal drug use
